It has been experienced that there are certain critically severe types of disabilities which make one person completely dependent on others for their daily survival and these need to be considered with more compassion. The personnel suffering from 'Total Blindness (Both Eyes), Paraplegia, Quadriplegia, Irreversible Comatose conditions due to Irreversible Brain damage as one result of Trauma, infection, stroke or any cause leading to permanent vegetative state or equiva1ent, persons losing two limbs i.e. Amputation of both legs above knee (AK) and both arms (Above Elbow) and placed under 100 per cent disability, fall under the severely handicapped category of disabled personnel who are virtually incapacitated.
